Kill the barracudas with death or by dropping something electric (such as a Battery) into the water. Then, destroy the wood covering the gap and make a scuba. Go down with it and grab the Starite.
Create a Stealth Aircraft and attach it to the wooden platform using Handcuffs. Get into the aircraft and fly upwards until the Starite is outside of the hole. Then simply delete what you've placed (to get it out of your way) and grab the Starite.
