A Steel Cage can be used to put people, animals, or objects inside. Once inside, they cannot escape. Not even a Locksmith or a Safecracker.

If you empty the cage, the front bars disappear. The only way to get the bars to reappear is to either spawn a new cage, or to put something inside.
