In the military, vehicles such as trucks or tractor units can be used to transport or launch missiles (rockets with warheads), essentially a form of rocket artillery. The one in-game seems to based on the MZKT-79221.

Despite being a vehicle, it moves extremly slowly, slower than a regular man. It can be used to tank damage, having 100 health points and is immune to electricity. Like most vehicles in-game, it stops working when dropped on water.
The main feature of this vehicle is shooting a missile from it's cannon, causing a large explosion when hitting something, it takes 2 seconds to reload a new missile.
It can also be used as a container, capable of holding 24 starites. The military will protect this object and racecar drivers and getaway drivers will ride it.
